Leon Walker is betting investment in these capital-starved neighborhoods will spawn further revitalization. Here's how.

"We want to prove that these communities are worth investing private capital in," says Walker, managing partner at DL3 Realty. "But we do need the entrepreneurial developers and investors to follow, to be ultimately successful. That's why we focus on large-scale, high-impact, drop-the-rock-in-the-pond, create-the-ripple-effect-type transaction. The ripple effect should take care of itself. Somebody has to drop the rock, though."
